The United Nations Security Council held a public video session on “Peacebuilding and Sustainable Peace: Security Sector Reform” on the 3rd. China pointed out that the post-conflict countries are facing serious challenges brought about by the criminal acts of foreign troops, and the rule of law needs to be improved and punished.
At the meeting, China said that security sector reform is an important foundation for achieving lasting peace and sustainable development. The reform should be led by the country concerned, and the national conditions and specific conditions of the country concerned should be formed to form a “one country, one policy”. Post-conflict countries face security threats such as terrorism, violent extremism, ethnic conflicts, and face new risks such as cybersecurity and transnational organized crime. Early warning capabilities, emergency response capabilities and counter-terrorism capabilities should be improved through reform.
China emphasizes that the post-conflict countries are still facing serious challenges brought about by the criminal acts of foreign troops. It is necessary to improve the rule of law, bring various criminal acts to justice, and resolutely put an end to extrajudicial acts. Security sector reform should be integrated into the overall development strategy of post-conflict countries and promote reforms in the fields of economy and the rule of law. Bilateral partners should actively provide assistance to ensure that security sector reform has adequate and sustainable resource guarantees.
