February 3rd local time, the plenary session of the Japanese Senate passed amendments to the Coronavirus Special Measures Law and the Infectious Diseases Law related to the COVID-19 pandemic, adding penalties, which can punish individuals and groups that do not comply with the requirements of pandemic prevention.
The revised above-mentioned law was promulgated on the 3rd and entered into force on February 13.
The revised Coronavirus Special Measures Law stipulates that a new stage of “key measures such as preventing spread” (referred to as the “key measures” stage) will be established before the “Declaration of Emergency”.
Governors of prefectures and counties can issue orders such as “shortening business hours”, and can also enter the facilities for inspection within a certain range.
If the order issued by the governor is not complied with, a fine of less than 300,000 yen will be imposed during the state of emergency, and a fine of less than 200,000 yen will be imposed during the “key measures” stage.
If you refuse to enter the house, you will be fined less than 200,000 yen.
The amended Infectious Diseases Law stipulates that those who refuse to be admitted or leave the hospital without authorization shall be fined not more than 500,000 yen, and those who refuse to cooperate with the relevant investigation of the health department shall be fined not more than 300,000 yen.
