Preliminary investigation shows that at the time of the accident, the sea area of the accident was relatively windy and waves, with the highest wave height of about 2 meters.
The two ships in the accident were wooden structures.
The naval officers and soldiers involved in the rescue said that all passengers did not wear life jackets, which means that the accident ship violated the operating regulations that passenger merchant ships must provide the necessary life-saving equipment.
The relevant departments will further investigate the registration information of the ship involved to confirm whether it has legal operating qualifications.
