On the evening of November 17, Philippine President Duterte held a meeting with cabinet officials to discuss measures to deal with the typhoon disaster and Coronavirus pandemic. 

Duterte said at the meeting that in the past few weeks, typhoons “Swan” and “Huan Gao” successively passed through the Philippines and caused serious losses to the Philippines.

Therefore, he signed a relevant statement on the 16th, announcing the entire Luzon entered a state of disaster in response to the disaster. The meeting was broadcast live on TV and the Internet.

Previously, on November 16, the National Disaster Reduction Commission of the Philippines made a recommendation to the Presidential Palace that in view of the severe disasters caused by the typhoon, the entire Luzon Island should enter a state of disaster so that all departments can step up actions to deal with the disaster.

In addition, at the meeting on the evening of the 17th, Philippine Minister of Health Du Kai stated that the transit of typhoon “Huan Gao” in the Philippines caused serious damage to medical equipment.

The value of the damaged equipment was about 300 million pesos (about 6.7 million usd).

 In response to Coronavirus, Du Kai pointed out that the Ministry of Health is applying to the Philippine Food and Drug Administration for an emergency vaccine use authorization to promote Coronavirus vaccine to be approved and put into use.  

At 4:50 am on November 1, Typhoon Swan made landfall in the Philippines at a super typhoon level and traversed southern Luzon Island, causing 22 deaths, 3 missing, and 165 injured. Subsequently, typhoon “Huan Gao” made landfall in Quezon Province, Luzon Island, Philippines at about 10:30 pm on November 11. As of the 17th, it had killed 73 people, injured 24 people, and 19 people were missing. Many places cause flooding.
