December 23rd local time, the State Council of the Russian Federation held a meeting, at which President Putin introduced the functions of the Council of State of the Russian Federation to the outside world.
On the same day, under the chairmanship of Putin, the State Council of the Russian Federation held a joint meeting with the Strategic Development and State Project Committee.
Putin pointed out that when the Council of State of the Russian Federation is granted a new constitutional status, it will ensure greater participation of local governments in the formulation of state policies.
Putin said that based on this purpose, the powers and composition of the Council of State have been expanded, and local leaders can raise the most urgent issues of local governments to solve at the Council of State.
It is reported that Putin signed the Law of the Council of State of the Russian Federation on December 8.
According to this law, the work of the Council of State of the Russian Federation includes ensuring the coordinated operation of the government, participating in budget formulation and personnel arrangements, determining the main direction of the country’s internal and foreign affairs and the priority direction of the country’s socio-economic development.
The Council of State of the Russian Federation was established in 2000. In July this year, Russia adopted constitutional amendments to strengthen the status of the Council of State of the Russian Federation.
On December 21, Russian President Putin signed a presidential decree approving the composition of the new Council of State Council.
According to the presidential decree published by the Russian Legal Information Network, the chairman of the Federal Council of State is Putin and includes Prime Minister Mishustin, the Chairman of the Federal Council (Upper House of Parliament) Matvyenko, the Chairman of the State Duma (Lower House of Parliament) Volokin, the Plenipotentiary Representative of the President to the Federal District, the leaders of the parliamentary caucus and the Federations.
The main chief executive and other people have a total of 104 people.
The Council of State of the Russian Federation has 18 socio-economic development committees. These committees are under the responsibility of the Russian Federation or local leaders.
Moscow Mayor Sobianin leads the Public Administration Committee, Moscow Governor Volobyov leads the Digital Economy Committee, and the Chief of Staff of the Russian President Vaino is in charge of the work of the Coordination Committee for Public Affairs.
