Kyodo News Agency on January 11th, the Japanese government and relevant people from the ruling party revealed on the 11th that the government has begun to explore the issuance of emergency declarations to Kyoto, Osaka and Hyogo Kansai prefectures based on the Coronavirus Special Measures Law.
