Representatives of the parties concerned with the Comprehensive Agreement on the Iranian Nuclear Issue are scheduled to be held in Vienna, the capital of Austria, on the 6th, to negotiate the return of the United States to the Iran nuclear agreement.

Both the United States and Iran will participate in the meeting, but there will be no direct dialogue between the two sides. Officials of Iran and the U.S. diplomatic services put forward the expectations of the two governments for the meeting at press conferences on the 5th respectively.

According to a statement recently issued by the European Union’s Foreign Action Agency, this Iran nuclear conference will focus on the lifting of sanctions against Iraq and the continued implementation of the Iran nuclear agreement, and further clarify the measures needed. At that time, the coordinator will consult with the relevant parties to the Iran nuclear agreement and representatives of the United States.

Iranian Foreign Ministry spokesman Khatibzad said at a regular press conference on the 5th that Iran attaches great importance to the meeting and discussing the lifting of all sanctions imposed by the United States against Iran will be one of the agenda.

Khatibzad reiterated that Iran refused to lift sanctions against Iraq step by step, and the United States should lift all sanctions against Iraq at one time. He said that Iran asked the United States to lift all sanctions against Iran first. After verifying that the sanctions were lifted, Iran would withdraw the measures taken by the United States to reduce compliance due to the breach of contract and fully implement the Iran nuclear agreement.

On the same day, U.S. State Department spokesman Price said that the United States does not expect an early or immediate breakthrough, because we can fully predict that the talks will be difficult. He said that at present, the United States does not expect direct dialogue with Iran, but the United States remains open to Iran.

The United States is still adhering to the original policy of partially lifting sanctions against Iran in exchange for a permanent and verifiable restriction on Iran’s nuclear program.

In July 2015, Iran reached a comprehensive agreement on the Iranian nuclear issue with the United States, the United Kingdom, France, Russia, China and Germany. Under the agreement, Iran promised to limit its nuclear program and the international community lifted sanctions against Iran.

In May 2018, the U.S. government unilaterally withdrew from the Iran nuclear agreement, and then restarted and added a series of sanctions against Iran. Since May 2019, Iran has gradually suspended the implementation of some provisions of the Iran nuclear agreement, but promised to take measures “reversible”.
