The Hong Kong Special Administrative Region Government held an online symposium on the theme of “Constitution and National Security” to analyze the important concepts of national security, explore the relationship between the Constitution and Hong Kong National Security Law and national security, and their importance to safeguard national sovereignty, security and development interests, and deepen the relationship between all sectors of society.

The online seminar was divided into two parts: keynote speech and dialogue session. In her speech, Carrie Lam said that the Constitution and the Basic Law together constitute the constitutional order of the Hong Kong Special Administrative Region.
It stipulates that the various systems of the Hong Kong Special Administrative Region are in accordance with the policy of “one country, two systems”. Therefore, in any time and in any case, to fully and accurately implement “one country, two systems”, it must be handled in accordance with the Constitution and the Basic Law. Things.
More than 23 years after Hong Kong’s return to the motherland, the society still has insufficient understanding of the national constitution and the Basic Law.
In addition, people with ulterior motives deliberately distort the relationship between the central government and the Special Administrative Region, and even oppose “one country” and “two systems”, which has caused a lot of disputes, contradictions and even confrontations in Hong Kong society. In order to promote the Constitution more widely and deeply, in conjunction with the annual National Constitution Day, we have held a series of public education activities. In particular, to educate the next generation, we have integrated relevant materials for schools and made suggestions for activities for National Constitution Day.
In line with the implementation of the Hong Kong National Security Law in Hong Kong on June 30 this year, this year’s symposium will be “Constitution and National Security”. Safeguarding national sovereignty, security and development interests is the fundamental purpose of the national constitution and the bottom line that “one country, two systems” cannot touch. National security is the top priority of every country.
When the country is not safe, the lives of citizens cannot be guaranteed, and the country is difficult to develop. Therefore, national security has always been the power of the central government, which is also international practice. As an inseparable part of the country, the Hong Kong Special Administrative Region has a clear responsibility to safeguard national security.
I hope that people from all walks of life will actively respond to the promotion of the Constitution, the Basic Law and the Hong Kong National Security Law, so that the young generation can better understand and abide by the law, fulfill their obligations to safeguard national security, and ensure that the “one country, two systems” will be stable and far-term.

The Constitution carries an important function of safeguarding national security, and the Hong Kong Special Administrative Region must earnestly safeguard national security.
National security is the supreme interest protected by the Constitution and the basis and premise on which other constitutional systems are implemented.” The fundamental purpose of the principle and policy of “one country, two systems” is to safeguard the interests of national sovereignty, security and development, and to maintain Hong Kong’s long-term prosperity and stability. Without national security, there can be no “one country, two systems” and there can be no prosperity and stability of Hong Kong.
Patriotism is the sacred obligation of Chinese citizens stipulated in the Constitution. The Hong Kong Special Administrative Region must always adhere to the patriots governing Hong Kong. Hong Kong has always shared the future and destiny with the motherland.
