Zhao Dou Chun was sentenced to 12 years in prison in September 2009 on suspicion of kidnapping, raping and injuring primary school students in Anshan, Gyeonggi Province in December 2008. He was released from prison on December 12, 2020.

It is reported that Zhao Dou Chun applied for his basic pension for the elderly over 65 years old on December 17, 2020, five days after his release from prison, and applied for basic living security subsidies with his wife.

With the passage of the qualification examination, Zhao Dou Chun and his wife will receive a basic pension of 300,000 won, a standard living allowance for two people of more than 620,000 won, and a residence allowance of more than 260,000 won from the end of January.

It is reported that when the couple received the January benefit allowance at the end of January this year, they also traced back to the application date, that is, part of the December 2020 welfare bonus.

Previously, a post entitled “Don’t give Zhao Dou Chun a basic living allowance” appeared on the Qingwatai National Petition website, which said, “Zhao Dou Chun committed unspeakable evil deeds, because he, a family, has to suffer incurable pain”, “but, to give 1.2 million won a month to such a person? It’s really unacceptable.

Today, the number of people supporting this petition is as high as 61,000.

According to the report, in the process of reviewing the selected recipients of basic living security, the municipal government reached the following conclusions: Zhao Dou Chun has reached the age of 65 and is an elderly person who is unable to work; his spouse has not excluded him from welfare payment due to chronic illness or employment difficulties, and lack of housing.
