Therefore, the person concerned cannot be punished on the ground of missing part of the list, and it is difficult to regard the refusal to submit the list as an obstacle to official duties.
Daegu Municipal Government asked A and others to submit a list of all believers after the first confirmed case appeared in the Xintiandi Church in February last year. The list submitted by A and others omitted 133 believers who did not want to disclose their identities.
The police sent them for inspection on the grounds of suspected obstruction of obstructing the prevention and control of the pandemic.
