Born on December 10, 1958, Fan Mingzheng was born in Qinghua Province, Vietnam, and joined the Communist Party of Vietnam on December 25, 1986. On January 28, 2016, Fan Mingzheng was elected as a member of the 12th Politburo of the Communist Party of Vietnam. On February 4, 2016, Fan Mingzheng also served as the head of the Organization Department of the Central Committee of the Communist Party of Vietnam.
