December 18, the Ministry of Commerce issued an announcement that from December 20, 2020, anti-dumping duties will be imposed on imports of EPDM rubber originating in the United States, the South Korea and the European Union for a period of five years.
Previously, in accordance with the provisions of the Anti-dumping Regulations of the People’s Republic of China (hereinafter referred to as the Anti-dumping Regulations), on June 19, 2019, the Ministry of Commerce (hereinafter referred to as the Investigation Organ) issued Notice No. 29 of 2019, deciding to import EPDM rubber from the United States, the Republic of Korea and the European Union (hereinafter referred to as Investigate products) to file an anti-dumping investigation.
The investigating organ investigated whether the product under investigation was dumping and the extent of dumping, whether the product under investigation caused damage and the extent of damage to the domestic ethylene-propylene rubber industry, and the causal relationship between dumping and damage. According to the investigation results of the investigation and Article 24 of the Anti-dumping Regulations, on October 23, 2020, the investigating organ issued a preliminary ruling notice, initially determining that imports of EPDM rubber originating in the United States, the Republic of Korea and the European Union were dumping, and the domestic EPDM rubber industry suffered material damage, and dumping and material damage. There is a causal relationship.
After the preliminary ruling, the investigating organ continued to investigate the extent of dumping and dumping, the extent and degree of damage, and the causal relationship between dumping and injury. At the end of the investigation, according to Article 25 of the Anti-dumping Regulations, the investigating organ made a final ruling and found that imports of EPDM rubber originating in the United States, the Republic of Korea and the European Union were dumping, that the domestic EPDM rubber industry had suffered material damage, and that there was a causal link between dumping and material injury.
Therefore, in accordance with the provisions of Article 38 of the Anti-dumping Regulations, the Ministry of Commerce submitted a proposal to the Tariff Commission of the State Council to impose anti-dumping duties. The Tariff Commission of the State Council decided on the recommendation of the Ministry of Commerce to import ternary yuan from the United States, the Republic of Korea and the European Union from December 20, 2020. Anti-dumping duty is imposed on ethylene-propylene rubber.
It is reported that EPDM rubber has a wide range of uses and can be used in construction, wires and cables, automobile industry, transportation and other fields. In terms of construction, it is mainly used for roof single-layer waterproof coils; in terms of wires and cables, it is mainly used for power input lines, construction machinery cables, mining cables, nuclear power plant cables, automobile ignition lines, control and signal cables, etc.; in the automotive industry, it is mainly used for automobiles, trucks and buses. Non-tire parts, including car water tank and heat-resistant hose, seal strips, rubber belts, body and chassis parts, rain strips, bottom plates and ring pipes, etc.; transportation is mainly used in vehicle door and window seals, shock absorption, watertight belts, etc.
