February 13, the Chinese Consulate General in Dubai issued the Notice on the Acceptance Requirements for Adjusting Health Code/Health Statement of the Embassy and Consulate in the United Arab Emirates, the full text is as follows:
At present, the global COVID-19 epidemic is still very serious, and the risk of cross-infection in international travel is relatively high. It is recommended that you “non-essential and not travel”. In order to avoid the risk of cross-infection through multiple countries and ensure the health and safety of the majority of compatriots at home and abroad, according to the unified domestic deployment, since February 23, the embassy and consulate in the United Arab Emirates have adjusted the requirements for accepting the health code/health statement as follows:
I. Personnel who originating from state-owned direct flights to China. Do not transfer to the United Arab Emirates. The Embassy and Consulate in the UAE will no longer accept applications for such personnel’ health code/health statement.
2. There are no direct flights to China in the country of origin. If such personnel are transferred to China through two or more countries (e.g. Guinea-Germany-UAE-China), the embassy or consulate in the United Arab Emirates will no longer accept their application for health code/health statement.
If such personnel only transit to China through the United Arab Emirates (e.g. Guinea-UAE-China) and stay in the United Arab Emirates for a short time, they can apply for a health code/health statement from the embassy or consulate in the United Arab Emirates. Among them, Air China CA942 and Emirates EK362 personnel stay in the United Arab Emirates for less than 120 hours, and Etihad Airways EY862 personnel stay in the United Arab Emirates for less than 240 hours, otherwise it is not accepted. When applying, you need to upload it at the same time:
1. Nucleic acid and serum IgM double detection report issued by the designated testing agency of the embassy and consulate in the United Arab Emirates;
2. The whole ticket itinerary of the place of origin-UAE-China;
3. Resident certificate materials of the country of origin (including local identity card and long-term visa, etc.);
4. Screenshots of the health code/health statement issued by the embassy and consulate in the sending country;
5. The entry stamp of the United Arab Emirates on the passport.
III. Local residents of the United Arab Emirates. If such personnel take a direct flight to China, they can apply for a health code/health statement from the embassy or consulate in the United Arab Emirates. When applying, you need to upload it at the same time:
1. Nucleic acid and serum IgM double detection report issued by the designated testing agency of the embassy and consulate in the United Arab Emirates;
2. Ticket itinerary;
3. UAE residence certificate (including UAE identity card or long-term visa).
IV. Temporary arrivals from the United Arab Emirates from home. If such personnel take a direct flight to China, they can apply for a health code/health statement from the embassy or consulate in the United Arab Emirates. When applying, you need to upload it at the same time:
1. Nucleic acid and serum IgM double detection report issued by the designated testing agency of the embassy and consulate in the United Arab Emirates;
2. Ticket itinerary;
3. China Exit Seal and UAE Entry Seal on Passport.
V. You must choose a direct flight from the United Arab Emirates to China. The embassy and consulate in the United Arab Emirates will no longer accept applications for health codes/health statement letters transferred to China from the United Arab Emirates through other countries or regions.
VI. Other important reminders
(1) About doing a good job in closed-loop management before going. At present, the epidemic situation in the United Arab Emirates is severe and complex, and the number of new confirmed cases in a single day remains high. Please go to China to do a good job of personal protection and self-closed-loop management after completing the test. In an attitude of being responsible for yourself and others, do not arrange activities such as sightseeing, sightseeing, dining, meeting friends, etc. to minimize the risk of infection on the journey.
(2) About the review time of health code. The United Arab Emirates is an important shipping hub. The audit workload of health code/health statement is huge. Please wait patiently after submitting the application. The embassy and consulate in the United Arab Emirates review the relevant applications on weekdays, weekends and holidays. ( 3) If you do not meet the transit conditions and insist on transiting in the United Arab Emirates, resulting in the losses caused by the inability to go to China, the relevant personnel shall bear the responsibility.
(4) When applying for a health code/health declaration, you must fill in the relevant information truthfully, accurately and completely. If it is not true, the embassy and consulate will refuse to issue it, and the applicant shall bear the loss.
