We must be alert to any attempt to provoke group confrontation and create a “new cold war.” Relentless military use can only exacerbate the security dilemma, and advanced armaments cannot be exchanged for absolute security.
The country with the largest nuclear arsenal has an obligation to earnestly fulfill its special and priority responsibility for nuclear disarmament.
Cybersecurity risk is a new challenge that all countries face.
