December 9th – Zhao Doushun, the main offender of South Korea’s “Suyuan case”, will be released from prison this weekend. According to South Korea’s JTBC news report, during his sentence, Cho Doushun said in many petitions that he could not remember anything at the time of the crime, and also expressed “sincerely hoping to meet the victim”.
It is reported that Zhao Doushun once claimed that the charge was too “disgraceful” in his petition, and he had not disclosed it to other prisoners once.
Since Zhao Doushun was admitted to prison, more than 100 petitions have been submitted so far, the most common of which is the claim that he was drunk from beginning to end and could not remember it; because he was drunk, he felt that he had no sin. Meanwhile, Chao Doushun often wrote at the end of the petition: “Finally, please, earnestly hope you must let me meet with the victims.”
According to Zhao Doushun’s inmate’s memory: Although Zhao Doushun is 68 years old, he can easily do 1,000 push-ups in an hour. Another inmate also said that Zhao Doushun’s figure was like a person who often works out. Zhao Doushun claimed that the movement was to prevent attacks after being released from prison.
Previously, Zhao Doushun once told the criminal police in charge of the investigation in the transcript of the “Suyuan case”: “Even if I have been in prison for 15 or 20 years, even if I am nearly 70 years old, I will exercise well in prison. Just wait for me to get out of prison.” Many netizens believe that Zhao Doushun not only did not reflect, but also the violence still exists.
South Korea’s MBN TV reported on December 7 that Zhao Doushun’s final release date was set at December 12, confirmed by the Ministry of Justice of South Korea. In order to avoid emergencies when released from prison, the Ministry of Justice of South Korea has recently secretly transferred Cho Doo-sung to other prisons and kept other specific information confidential.
Zhao Doushun once said that he would return to his original place of residence, Anshan, after being released from prison, and later said that he would move to other places. At present, the government and the police are formulating various countermeasures.
In 2008, Zhao Doushun was sentenced to 12 years in prison on suspicion of kidnapping and sexually assaulting primary school students. In addition, including rape and murder, Zhao Doushun has a total of 18 criminal records, each time he is drunk, committing crimes against the weak, and cruelly killing his pet dog.
The main offender in South Korea’s “Suyuan case” will be released from prison. The assessment said that he is 76% likely to commit another crime.
“As a mother with two daughters, I am very anxious. I think I need to move,” said residents of Ansan City, Gyeonggi Province, South Korea.
According to Yonhap, Cho Doo-sun, the prototype criminal of the South Korean film Sowon, will be released from prison on December 12 local time and return to his hometown in Ansan City, which frightens the local residents. Previously, Zhao Doushun was sentenced to 12 years in prison in September 2009 on suspicion of kidnapping and raping primary school students.
Meanwhile, according to the psychological analysis of Cho Doo-shun conducted by the Ministry of Justice of South Korea, Cho Doo-shun is “very sexually deviated”, an indicator directly related to re-offending. According to the comprehensive data, Zhao Doushu belongs to the “risk group of recidivism”.
Some South Koreans believe that Cho Doo-shun should continue to be imprisoned, because the 12-year prison sentence is “too tolerant” for the cruel crimes he has committed. According to the Korean Times, in the “national petition” system on the official website of Qingwatai, about 5,500 public petitions are related to Zhao Doushun, most of which are about opposing Zhao Doushun’s release from prison and calling on the government to strengthen punishment. South Korean media pointed out that if the “national petition” system receives more than 200,000 petitions within 30 days, senior officials of the South Korean government will provide an official reply.
Who is Zhao Doushun?
One winter morning 12 years ago, Na Ying (alias), an 8-year-old elementary school student, was kidnapped by Zhao Doushun, 56, on his way to school. Zhao Doushun first dragged Na Ying into the bathroom of a church, and then beat and raped her. After this series of acts, Zhao Doushun put Na Ying, who was still bleeding and in a coma, on the floor and left the scene.
Until Naying’s parents found her. After diagnosis, Naying’s internal organs were seriously broken, causing permanent damage to her abdomen and pelvis. However, the harm Zhao Doushun caused to Na Ying is not only at the physical level.
During the proceedings of the case, Cho Doo-soon once insisted that he committed a crime intoxicated and unconscious conditions, and also copied “I am not a monster who raped an 8-year-old girl” 300 times to prove his innocence to the trial judge. Coupled with South Korea’s current limit on the maximum sentence for criminals, Cho Doo-shun was finally sentenced to 12 years in prison in September 2009.
South Korean doctor Ei Jin Shin, who had a medical examination of Na Ying, said in an interview with South Korea’s JTBC News, “Medically, Zhao Doushun deliberately murdered. After raping Na Ying, he put Na Ying on the ground and turned on the faucet. We all know that this situation will cause the wound to fail to effectively stop the bleeding, and it is very likely to cause Naying to bleed too much and die.
According to the Korean Times, Cho Doo-shun was born in 1952 and had 17 criminal records before he took action against Na Ying. In 1970, Zhao Doushun stole a bicycle, which was his first crime, but because of his young age and light crime, Zhao Doushun was given “lenient treatment”. In 1977, Zhao Doushun was sentenced to eight months in prison for theft. In 1983, Zhao Doushun was sentenced to three years in prison for causing injury due to rape. In 1995, Zhao Doushun was sentenced to two years in prison for causing death.
At present, Zhao Doushun, who has committed theft, rape, homicide, kidnapping and other crimes, will be released from prison again from 5 a.m. to 6 a.m. local time on December 12. However, the controversy surrounding whether Zhao Doushun should be released has persisted.
What are the disputes?
The possibility of recidivism is as high as 76%.
According to Yonhap, researchers in criminal psychology at Gyeonggi University in South Korea assessed that Zhao Doushun’s chance of committing another crime was as high as 76%. After several studies, Zhao Doushun had a serious alcohol problem and could not control his emotions after drinking, which increased the possibility of recidivism.
Previously, the Ministry of Justice of South Korea had conducted a psychological appraisal of Cho Doo-shun in 2018. The final result shows that Zhao Doushun’s “high sexual deviation” means that Zhao Doushun is very likely to commit a crime again and belongs to the “risk group for reoffending”. In the test of anti-social personality disorder, Zhao Doushun scored higher than Jiang Haoshun, a serial killer who had killed 10 people.
At the same time, the details of Zhao Doushun’s life in prison also aroused concern. According to South Korea’s JTBC news report, Jiang Binggui, Zhao Doushun’s cellmate, said in an interview, “I can hardly believe that Zhao Doushun will reflect. During the prison sentence, other prisoners are far away from Zhao Doushun, and he still has a certain tendency to violence.”
Jiang Binggui also stressed that during his sentence, Zhao Doushun often made some incomprehensible strange behaviors, and even claimed that “the frequent electromagnetic waves from cameras and TV sets in the prison made him sexually horny”.
“On the verge of his release from prison, Zhao Doushun also did physical exercise. Although he is 68 years old, he can still easily complete 1,000 push-ups in an hour,” Jiang Binggui said.
“Hope to meet the victim”, experts say their introspection is still doubtful.
According to a report by South Korea’s JTBC News on December 7, Zhao Doushun has submitted more than 100 petitions since he served his sentence.
In these petitions, Zhao Doushun repeatedly claimed that he was drunk and could not remember the specific process of the incident. At the same time, Zhao Doushun also wrote at the end of several petitions, “Finally, please, earnestly hope you must let me meet the victim.”
According to the Korean Times, in July 2020, Zhao Doushun said in a psychological consultation in Ansan City that “I will endure all condemnations and fully understand what I have done”, which was once regarded as Zhao Doushun’s reflection on the crimes committed.
However, psychologists point out that Zhao Doushun insisted on returning to Anshan after his release from prison, which is also the victim’s hometown, and whether his reflection is really doubtful. In addition, Zhao Doushun also mentioned his plan after release from prison many times, but he was indifferent to the victim’s situation.
What measures has the South Korean government taken?
According to the Korean Daily, in order to prevent Cho Doo-sun from committing crimes again, the South Korean Parliament recently passed the “Zhao Doo-sun Prevention and Control Law”.
According to the regulations, Zhao Doushun needs to wear an electronic foot chain with a positioning system for seven years after his release from prison. On the day Zhao Doushun was released from prison, the staff in charge of the crime suspension will go to the prison to inform him of a series of compliance regulations and wear electronic foot chains for him. At the same time, Zhao Doushun also needs to report daily life plans and even sports routes to probation officers every week, and is closely monitored by special guards 24 hours a day.
Cho Doo-shun’s personal information will be published on websites related to “sexual crimes” for up to five years, and the South Korean government will also publish his personal information, including full-body photos and detailed addresses.
In October, the Ministry of Justice of South Korea applied to the Ansan City Court for several “special requirements”, including prohibiting Zhao Doushun from drinking beverages with an alcohol concentration of 0.03% or above; prohibiting Zhao Doushun from contacting victims and entering and leaving any children’s places; prohibiting Zhao Doushun from traveling at night. It is expected that the Anshan City Court will Make a decision before you get out of prison.
In Zhao Doushun’s hometown, the local government and police are developing various countermeasures. It is expected that the police will organize and appoint a response team and send a special security guard near Zhao Doushun’s residential area.
However, it is reported that Zhao Doushun may move out of his hometown after being released from prison and live in other parts of Anshan City. In the area where Zhao Doushun is expected to live, some measures have also been taken, including the installation of additional cameras and the employment of six petition police officers who have reached the level of “wushu officials”.

On Zhao Douchun’s way from the prison to the protection observation center, people threw eggs at the vehicle, some people stepped forward and kicked the police vehicles, and some people lay in the middle of the road to prevent the vehicle from entering the residence in Andesan City.
Suyuan case
Suyuan case The anger of the people is understandable. After all, the sentence of “12 years in prison” is a manifestation of South Korea’s inadequacy of laws that year.
However, the next behavior of some Internet celebrities made the South Korean people speechless again.
First of all, a fashion designer and youtube blogger designed a hoodie with Zhao Douchun’s head portrait, which said “Don’t forget Zhao Douchun”. After reading this set of design drawings, some netizens said, “What I don’t know, I thought this was!”
In the face of doubt, the blogger first insisted that he was just to remind people not to forget it, and then apologized that he would take the matter seriously and explained that he intended to donate all the money he received from selling T-shirts to the victims.
At the same time, in a popular video of Korean social media, a blogger took pictures of Zhao Douchun’s experience of his “lesson”:
