Dear colleagues,
It’s a pleasure to attend today’s Climate Ambition Summit. Five years ago, world leaders pushed for the conclusion of the Paris Agreement to address climate change with the greatest political determination and wisdom.
Over the past five years, the Paris Agreement has entered the implementation stage and has received extensive support and participation from the international community.
At present, the international pattern is accelerating, the COVID-19 pandemic has triggered a profound reflection on the relationship between man and nature, and the future of global climate governance has attracted more attention. Here, I would like to make a three-point initiative.
First, unite as one to create a new situation of win-win climate governance. In the face of the challenge of climate change, human destiny is shared, and unilateralism has no way out.
Only by adhering to multilateralism, emphasizing unity and promoting cooperation can we achieve mutual benefit and win-win results and benefit people of all countries. China welcomes countries to support the Paris Agreement and make greater contributions to addressing climate change.
Second, boost ambition and form a new climate governance system that does its best. States should follow the principle of common but differentiated responsibilities and maximize action according to national conditions and capabilities.
At the same time, developed countries should earnestly increase financial, technical and capacity-building support to developing countries.
Third, enhance confidence and adhere to the new idea of climate governance for green recovery. Green water and green mountains are golden mountains and silver mountains.
We should vigorously advocate a green and low-carbon production and lifestyle, and find opportunities and momentum for development from green development.
China has made important contributions to the conclusion of the Paris Agreement on Climate Change and is also an active practitioner of the Paris Agreement.
In September this year, I announced that China will increase its independent contribution, adopt stronger policies and measures, strive to peak carbon dioxide emissions by 2030, and strive to achieve carbon neutrality by 2060.
Here, I would like to further announce that by 2030, China’s carbon dioxide emissions per unit of GDP will decline by more than 65% compared with 2005, the proportion of non-fossil energy in primary energy consumption will reach about 25%, and the forest reserve will increase by 6 billion cubic meters compared with 2005. Wind power and solar energy will be generated. The total installed capacity of electricity will reach more than 1.2 billion kilowatts.
China has always kept its promise.
It will be guided by the new development concept, promote the comprehensive green transformation of economic and social development in promoting high-quality development, implement the above goals down-to-earth, and make greater contributions to the global response to climate change.
