On the 24th local time, the second phase of the court hearing of Meng Wanzhou’s extradition case, Huawei’s chief financial officer, continued. Two witnesses in the case, Federal Police Officer Dalivar and his boss Graf testified in court.

Graf recalled that at 9:30 on December 1, 2018, before the arrival of Meng Wanzhou’s plane, the Federal Police and the Border Service held a joint meeting at the airport. The meeting designed a plan of “inspection first, arrest later”, that is, Meng Wanzhou will be inspected by the Border Administration first, and then arrested by the police.

Four of Graff’s subordinates and staff of the Canadian Border Service attended the meeting. However, it is not clear who led the meeting, and none of the participants recorded the meeting in their working notes.

Since late October, a number of witnesses from the Canadian Federal Police and the Border Service have appeared in court to cross-examine whether the Canadian law enforcement agencies have abused procedures in the arrest of Meng Wanzhou.
