On December 1 local time, the Russian Ministry of Defense announced that the Lachin region of Naqqa was officially handed over to Azerbaijan on the same day, and the Lachin corridor was controlled by Russian peacekeepers.

On the same day, Russian Ministry of Defense spokesman Konashinkov said that Russian peacekeepers are currently deployed along the Lachin Corridor with a width of 5 kilometers. Konashinyev said that this will ensure the link between the karabakh region and Armenia and guarantee the return of refugees and the transportation of goods.

On September 27 this year, a new round of conflict broke out between Azerbaijan and Armenia in the Naqqa region, resulting in casualties, including civilians. The leaders of Russia, Azerbaijan and Armenia signed a statement on November 9, declaring a complete ceasefire in the karabakh region from 00:00 Moscow time on November 10. The statement also said that a 5-kilometer-wide Lachin corridor through the Lachin region was established under the control of Russian peacekeeping forces; a peacekeeping center was established to supervise the implementation of the ceasefire agreement; and the two sides exchanged prisoners of war and the remains of those killed in the conflict.

In addition, according to Russian media reports, on December 1 local time, Russian Ministry of Defense spokesman Konashinkov said that according to the memorandum signed by the Russian Ministry of Defense and the Turkish Ministry of Defense on November 11, Russia and Turkey have completed consultations on the principles and relevant technical details of the operation of the Joint Monitoring Center. At present, the Joint Monitoring Center is being promoted to start work as soon as possible.

It is understood that the Russian and Turkish military personnel in the Joint Monitoring Center are the same number and will be deployed in Azerbaijan. In addition to supervising the compliance of the ceasefire agreement in the karabakh region, the Joint Monitoring Center is also responsible for handling complaints related to the violation of the ceasefire agreement.
