The negotiation mechanism of the “5+5” Joint Military Commission was established at the International Conference on Libya in Berlin on January 19 this year.

Five representatives from the Government of National Unity and the Libyan National Army each sent five representatives to specialize in military and security issues. The specifics will be carried out in two phases: In the first phase, the two sides will withdraw the foreign mercenaries from the front lines that are still in a state of confrontation. In the second phase, these mercenaries will be withdrawn to Tripoli in the west and Benghazi in the east, and eventually all withdrawn from Libya. 

In addition, the two sides also agreed on the same day to reopen the northern coast road of Libya.

The United Nations Support Mission in Libya will welcome the results. However, some analyses expressed cautious optimism about the progress made in the current negotiations on the Libya issue, and pointed out that the two sides still face many tests in how to implement the negotiation consensus into practical actions.
