Fulfilling climate governance commitments The international community is ready to act together

To commemorate the 5th anniversary of the Paris Agreement on Climate Change, the United Nations and relevant countries held a summit on climate ambition by video on the same day to further mobilize the international community to take joint action to combat climate change and advance the process of multilateral cooperation.

Boost governance ambitions and make national commitments

U.N. Secretary-General Antonio Guterres on the same day at the Climate Ambition Summit called for a global “climate emergency” until carbon-contained.

Guterres said the main goal of the United Nations by 2021 is to build a truly global carbon-centration alliance by the middle of the century, to reduce global greenhouse gas emissions by 45 percent by 2030 from 2010 levels and to achieve net zero emissions by 2050. 

He also urged developed countries to meet their commitments to provide $100 billion a year in climate finance to developing countries by 2020.

In his speech at the summit, Chinese President Xi Jinping put forward three initiatives: to unite and create a new climate governance situation with win-win cooperation; to boost ambitions and form a new system of climate governance as much as possible; and to strengthen confidence and adhere to the new idea of green recovery.

In his speech, French President Emmanuel Macron called on all countries to work together to implement the Paris Agreement on climate change. 

He proposed that the EU find a viable path to carbon-containment by 2050 and called on the EU to act in a concerted and responsible way to promote green development through economic recovery programmes.

Fabius, the president of the Paris Climate Change Conference and a former French foreign minister, said the economic and social sectors should be transformed to adapt to climate change and achieve the dual goals of fighting the epidemic and carbon-based through a “green stimulus plan”.

British Prime Minister Johnson announced the country’s new greenhouse gas emissions reduction targets, and said the United Kingdom will vigorously develop clean energy, and strive to become a major wind power.

European Council President Michel Michel said EU countries had pledged to reduce carbon emissions by 55 percent from 1990 levels by 2030 and to spend about 30 billion euros over the next few years to meet that goal.

European Commission President Jean-Claude Jung said developed countries needed to help developing countries reduce their carbon emissions without affecting their economic development. 

German Chancellor Angela Merkel says her country will once again raise its budget on climate change and work with partners such as the World Bank to support a green recovery in developing countries.

Maintaining multilateralism highlights China’s contribution

At present, the global epidemic continues to rage, so that mankind began to deeply reflect on the relationship with nature, the future of global climate governance is in urgent need of joint action within the framework of multilateralism.

China has made important contributions to the Paris Agreement on climate change and is an active implementer of the Paris Agreement. The important speech by China’s leaders has injected new impetus into more ambitious global climate governance with the role of a major power.

In an interview with Chinese media, U.N. Secretary-General Antonio Guterres said China not only played a key role in reaching the Paris Agreement, but also set an example of concrete action.

In addition, China and France have actively cooperated in the field of climate change. 

Macron singled out “excellent cooperation” between China and France in promoting the Paris Agreement in recent years at the Climate Ambition Summit.

The heads of state of China and France have pledged to work together to uphold multilateralism, work together to combat climate change, support the climate ambition summit and the One Planet summit in January

mobilize the international community to participate more actively in next year’s 15th Conference of the Parties to the Convention on Biological Diversity, the twenty-sixth Conference of the Parties to the United Nations Framework Convention on Climate Change and the 7th World Conference on Conservation, so as to promote positive results on the above-mentioned important international agenda.
