Oct 22 (reuters) an explosion and fire at a gunpowder chemical plant in russia’s western ryazan region killed 16 people, tass news agency reported tuesday. the ministry of emergency situations confirmed that 12 people had died and four others were missing.
sources said the accident was caused by a failure to follow the correct technical procedures.
