United Nations, November 3rd. Zhang Jun, China’s Permanent Representative to the United Nations, delivered a speech at the Security Council’s high-level public meeting on “Peacebuilding and Sustainable Peace: Drivers of Contemporary Conflict and Insecurity” on the 3rd. Important foundation.

Zhang Jun said that development is an important foundation for solving all problems. Increasing investment in development and effectively eliminating the development deficit is the most important task for conflict prevention and a peace project with the highest cost-return ratio. 

The international community should increase its sense of urgency to solve development issues and promote the implementation of the 2030 Agenda in a comprehensive, balanced and vigorous manner.

 For post-conflict countries, building a solid foundation for sustainable development is a key task. The international community should support post-conflict countries to strengthen government authority, improve governance capabilities, build social consensus, and follow a development path that suits their national conditions.

Zhang Jun pointed out that strengthening collective security is an important means to realize one’s own security. In today’s world, security issues are more interconnected, transnational, and diverse. 

In the face of complex international security challenges, it is impossible to behave alone, let alone superstition in force. Adhering to collective security, common security, and general security is the right choice.

Zhang Jun said that peaceful settlement of disputes is a basic principle stipulated in the “United Nations Charter” and a righteous way in the world. 

We must oppose the frequent use of force or the threat of force in international relations. We must abandon the Cold War mentality and oppose any exclusive “small circles.” 

We must be alert to any attempt to provoke group confrontation and create a “new cold war.” Relentless military use can only exacerbate the security dilemma, and advanced armaments cannot be exchanged for absolute security. 

The country with the largest nuclear arsenal has an obligation to earnestly fulfill its special and priority responsibility for nuclear disarmament. 

Cybersecurity risk is a new challenge that all countries face. 

All countries urgently need to strengthen communication and coordination and discuss the countermeasures. No country can abuse the grounds of “national security” to restrict normal information and communication technology development and cooperation.

Zhang Jun said that unity and cooperation is the most powerful weapon to overcome all difficulties. Countries are closely connected, and mankind shares a common destiny. 

It is necessary to establish a sense of community with a shared future, step out of small circles and zero-sum game thinking, and establish the concept of big family and win-win cooperation. 

Global threats and challenges require strong global responses, multilateralism must be maintained, and the role of the United Nations must be strengthened.

Zhang Jun said that major powers have a special responsibility for maintaining international stability, and the permanent members of the Security Council should play an exemplary role. 

At a critical moment when the world is facing major risks and challenges, the Security Council should remain united and avoid falling into division. 

Big countries should play an exemplary role, take the lead in promoting international solidarity and cooperation, take the lead in providing global public goods, and take the lead in making contributions to coping with global challenges.

Zhang Jun pointed out that this year marks the 75th anniversary of the founding of the United Nations, and Secretary-General Guterres has called for a global ceasefire before the end of the year. 

It is impossible to achieve peace by waiting. It requires concrete actions. He urged the general membership to reiterate their commitment to lasting peace and universal security, and set out for a better common future.
