In order to control the cross-border spread of the epidemic and protect the health and safety of passengers on board, starting from 0:00 on November 6, 2020, U.S.
time, Chinese and foreign passengers departing from the U.S. on flights to China must present a negative certificate of the new coronavirus nucleic acid test and A certificate that the serum-specific IgM antibody test (hereinafter referred to as “serum IgM antibody test”) is negative, apply for and obtain a green health code or health status statement with the “HS” logo. The specific requirements are hereby notified as follows:
Testing requirements
(1) For those who take a direct flight (not transiting through a third country) from the United States to China, they must complete a nucleic acid and serum IgM antibody sampling and test at a U.S. testing agency within 48 hours before boarding, and obtain nucleic acid and antibody.
After the test is negative, according to the nucleic acid test site, divided by consular area, apply to the Chinese embassy or consulate in the United States and obtain a green health code or health status statement with the “HS” logo.
(2) For those departing from the United States and transiting to China via a third country, they must undergo the first nucleic acid test and serum IgM antibody test in the United States, and the second nucleic acid test in the transit country (the country of departure for direct flights to China) And serum IgM antibody test, and apply to the Chinese embassy in the United States and the airport of the last non-stop flight to China, and obtain the green health code or health statement with the “HS” logo.
For the first test in the United States, sampling and testing must be completed within 48 hours before boarding of the flight departing from the United States, and a nucleic acid test and a negative serum IgM antibody test must be obtained. For the second test in the last non-stop flight to China, sampling and testing must be completed within 48 hours before boarding, and the nucleic acid test and serum IgM antibody test are negative.
(3) For those departing from a third country and transiting to China via the United States, major airports in the United States do not currently have the testing conditions.
It is recommended that you choose to transit from the United States to China carefully. If you really need to pass through the United States, you must understand the temporary measures for foreigners’ entry restrictions imposed by the United States in advance, apply for a U.S. visa, perform a second nucleic acid test and serum IgM antibody test after entering the United States, and apply to
Chinese Embassy in the United States and Obtain a green health code or health statement with the “HS” logo. If you do not meet the boarding conditions, you will face a very high risk of detention and even be sent back to the place of departure.
Chinese citizens apply for a green health code with the “HS” logo
(1) After obtaining the negative certificate of nucleic acid test and serum IgM antibody test, Chinese citizens should pass the international version of the epidemic prevention health code mini program as soon as possible, fill in their personal information, and upload the certificate of negative nucleic acid test and serum IgM antibody test.
(2) The Chinese embassies and consulates in the United States will be divided by consular districts according to the nucleic acid testing location (division of consular districts of embassies and consulates in the United States, please click here) as soon as possible to conduct an audit, and passengers who meet the requirements will receive a green “HS” logo Health code.
(3) The airlines that fly direct flights to China will check and release passengers with the green health code issued by the Chinese embassy or consulate of the country where the flight departs. Please take the flight within the validity period of the health code and cooperate with the airline to check.
Declaration of health status for foreign citizens
(1) After obtaining a certificate that both the nucleic acid test and the serum IgM antibody test are negative, foreign citizens should be divided by the consular district of the Chinese embassy in
United States according to the place of nucleic acid test (the consular district of the Chinese embassy in the United States, please click here ), as soon as possible in accordance with the requirements of the relevant embassies and consulates, submit a valid passport data page, a negative test certificate, and a scanned copy of the applicant’s signed health statement.
(2) The method for foreign citizens to submit the declaration materials of the “Health Statement” to the embassy or consulate in the United States (for the division of consular districts, please click here) is as follows:

(3) After the Chinese embassy and consulate has passed the review, it will send a scanned copy of the certified health statement to the applicant by email. Applicants must print it out and bring it with them.
(4) The airline operating the direct flight to China will check and release passengers with the health statement issued by the Chinese embassy or consulate in the place where the flight takes off. Please take the flight within the validity period of the health declaration, and cooperate with the airline to check the flight.
Four, special reminder
(1) Please read this notice carefully and properly arrange your travel to China accordingly. If you cannot obtain a certificate that both the nucleic acid test and serum IgM antibody test results are negative as required, and you fail to hold the green health code or health status statement with the “HS” logo before boarding, you will not meet the boarding conditions temporarily and need to be re-arranged reasonably Or adjust the stroke.
(2) In order to facilitate testing, the Chinese Embassy in the United States has not designated or authorized testing agencies. Please check with the testing agencies and confirm the testing methods, report content, issuance efficiency and charges.
(3) Passengers on non-direct flights need to undergo two tests. In view of the fact that most of the major transit countries from the United States to China do not have the test conditions in the airport transit area, it is recommended to carefully choose the transit flight to China. For transit passengers, please check the local embassy or consulate website.
Pay attention to understand the relevant requirements and policy adjustment time for the detection of nucleic acid and serum IgM antibodies in the transit country, as well as the entry requirements. If necessary, obtain an entry visa in advance to avoid failure to timely and effective detection in the transit country and obtain a valid health code or health status statement , And even cause the consequences of being blocked and stranded locally.
(4) At present, very few international airports in the United States have rapid testing capabilities, testing agencies in the United States are relatively scattered, and testing duration is not guaranteed. Please carefully consider transferring to China via the US.
(5) This notice will take effect from 0:00 on November 6, 2020, Western Time. It applies to applications for health codes and health declarations submitted to the embassies and consulates in the United States before 00:00 on November 6th,
Western Time. The consulate will review according to the original notification standard on September
4. From the time of implementation, if the previous notifications from the embassies and consulates in the United States regarding health codes and nucleic acid testing are inconsistent with this notification, this notification shall prevail.
(6) The embassies and consulates in the United States once again reminded personnel in China to comprehensively consider the risk of the epidemic and travel costs, and strive to be “non-essential, no travel.” After testing, reduce unnecessary outings and take personal protection to avoid infection.
