The proclamation said that long-standing racial and ethnic tensions in the United States, including anti-immigrant tendencies, may lead to extreme incidents of domestic violence.
The announcement also pointed out in particular that the above stimulus factors will continue the threat of violent extreme events in the United States in early 2021.
